The Ghana Revenue Authority (GRA) has introduced the Emissions Levy Act, 2023 (Act 1112), effective from February 1, 2024, imposing a levy on carbon dioxide equivalent emissions from internal combustion engine vehicles. Let’s delve into amounts Ghanaians are expected to pay on their vehicles.

This initiative aligns with the government’s commitment to curbing greenhouse gas emissions and promoting eco-friendly technology and green energy, thereby enhancing environmental sustainability and mitigating air and water pollution.

Ghana’s Emissions Levy Introduced by the GRA – Amounts to be Paid

According to the provisions of Act 1112, vehicle owners are mandated to pay the Emissions Levy, the amount of which varies depending on the type and engine capacity of the vehicle. For instance, motorcycles and tricycles are subject to an annual levy of GH₵75, while motor vehicles, buses, and coaches up to 3000 cc are required to pay GH₵150 annually. Furthermore, motor vehicles, buses, and coaches exceeding 3000 cc, cargo trucks, and articulated trucks are obligated to pay GH₵300 per annum.

To facilitate compliance, all individuals liable to pay the Emissions Levy must register and remit the levy exclusively through the ghana.gov platform. Additionally, as per section 4(4) of Act 1112, entities responsible for issuing road use certificates, such as the Driver and Vehicle Licensing Authority (DVLA) and other testing centers, are mandated to verify proof of levy payment before issuing Road Use Certificates to vehicle owners.

In a public notice published in the Daily Graphic, the GRA emphasized the importance of adherence to the Emissions Levy requirements. The GRA’s directive underscores the significance of timely compliance with the levy regulations, ensuring that vehicle owners fulfill their statutory obligations and contribute to environmental conservation efforts.
