PAC to Summon Officials Over GHC8.2 Million Unexecuted “Toilet for All” Project Payment

Ghana’s Parliament Public Accounts Committee (PAC) is preparing to summon two public officials, Bright Oduro Kwarteng and Theophilus Okine, over the controversial payment of GHC8.2 million in mobilisation funds for a sanitation project that was never carried out.

The case has raised fresh concerns about accountability in public spending and project execution under previous administrations.

GHC8.2 Million Toilet for All Project Scandal: What Went Wrong?

The funds were released in 2019 under the “Toilet for All” initiative launched by the then Ministry of Sanitation and Water Resources. Despite the substantial mobilisation payment, no toilets were constructed, leaving taxpayers with questions about how such a large sum could be disbursed without visible results on the ground.

The two officials linked to the transaction are expected to appear before the PAC to explain the circumstances surrounding the payment. The committee is seeking clarity on the approval process, the beneficiaries of the funds, and why the project stalled completely after the initial mobilisation.

According to the Minister, the officials involved claimed that the relevant files and records were forwarded to the National Archives, causing significant delays in the audit and verification process.

This development forms part of the PAC’s broader scrutiny of public expenditure and stalled projects across various ministries. Many Ghanaians are watching closely, hoping the summons will bring transparency and help recover any misapplied funds.
