According to the OSP’s charge sheet, Charles Bissue allegedly received GHC15,000 through Andy Owusu from a miner named Bemanin Adjapong around January 22, 2019, in Accra. This payment was purportedly made to influence and expedite the renewal of mining permits, bypassing established verification and vetting processes outlined in the IMCIM’s 2018 operational guidelines. The OSP accuses Bissue of using his position to subvert regulations designed to restore order in Ghana’s artisanal and small-scale mining sector.
