The Youth Employment Agency (YEA), under the leadership of Acting Chief Executive Officer Malik Basintale, has launched the Work Abroad Programme to address Ghana’s youth unemployment crisis by facilitating structured and legal labour migration. Announced in early 2025, the initiative, a collaboration with the Ministry of Labour, Jobs and Employment (MLJE), aims to connect skilled and semi-skilled Ghanaian youth with international job opportunities, particularly in countries like Romania.

Basintale has emphasized that the programme is not a brain drain but an investment in Ghana’s workforce, designed to equip young Ghanaians with global experience and skills that can be reinvested into the local economy upon their return. The programme focuses on temporary, seasonal, contract, and permanent employment, ensuring safe migration and sustainable reintegration for participants.

On April 5, 2025, the MLJE and YEA inaugurated the Inter-Ministerial Steering and Technical Committees to oversee the programme’s implementation, marking a significant milestone in its rollout. During the launch, Basintale reaffirmed his commitment to President John Mahama’s vision of decent labour migration, highlighting the programme’s goal to create a pool of well-trained individuals ready to meet international labour demands.

The initiative also includes strict monitoring measures to protect Ghanaian workers abroad, ensuring fair wages and humane working conditions. A notable policy shift announced by Minister Dr. Rashid Pelpuo during the event was the cancellation of domestic worker migration, prioritizing skilled employment to safeguard vulnerable groups from exploitation and align with international standards.
Basintale has been vocal in addressing concerns about the programme, particularly the fear of losing talent.

The Work Abroad Programme has been praised by labour analysts and migration experts as a proactive solution to Ghana’s unemployment challenges, with the government promising to expand its reach through global partnerships. The initiative aligns with broader efforts by the YEA to tackle youth unemployment, such as securing 3,200 job vacancies through its Job Centre, as announced by Basintale on February 18, 2025.

By focusing on regulated migration and skill development, the programme aims to create a “win-win” situation for Ghanaian youth, the national economy, and international labour markets, positioning Ghana as a leader in structured labour migration in the region.

Some have also opined that unruly individuals will use this as an opportunity to enter a foreign land and never return contradicting the CEO’s claim of bringing back Ghanains after the period to use their acquired skill for the development of the nation.
