National Democratic Congress (NDC)’s historic victory in Ghana’s 2024 general elections paves way for President-elect John Dramani Mahama’s intention to implement its flagship anti-corruption program: Operation Recover All Loot (ORAL).
The initiative is a cornerstone of Mahama’s 120-day social contract and aims to combat corruption, recover misappropriated state assets, and uphold public accountability.

ORAL has been positioned as a transformative agenda to address Ghana’s persistent corruption challenges. By targeting stolen state resources, it underscores the NDC’s pledge to promote transparency and equity in governance. “We will ensure no public servant enriches themselves at the expense of the taxpayer,” Mahama stated during his campaign.
Central to ORAL’s strategy is the establishment of a specialized task force to investigate alleged corruption under past administrations, particularly focusing on the tenure of the outgoing New Patriotic Party (NPP). This task force is expected to conduct in-depth probes into suspected financial misconduct and related malpractices.
The initiative’s second phase prioritizes the recovery of stolen state assets, including funds, properties, and other resources, to be redirected toward national development efforts. Mahama’s team has emphasized the importance of these resources in addressing critical infrastructural and social needs.
In addition to recovery, ORAL aims to prosecute individuals or organizations found guilty of misappropriating public funds. “Accountability will not stop with the outgoing administration; this will set the tone for future deterrence,” an NDC spokesperson affirmed.
Critics have raised concerns about potential political vendettas under ORAL, cautioning against selective justice. However, the NDC has assured Ghanaians that the initiative will be impartial, targeting corruption across all political divides.
As preparations for the new government advance, ORAL is set to be one of the defining elements of Mahama’s presidency. Its success or failure could significantly influence public trust in governance and Ghana’s efforts to strengthen anti-corruption frameworks.
